Representation of the political ideal of Count N.I. Panin in the project of creating the Imperial Council: socio-philosophical analysis

The paper considers socio-political ideal of Count N.I. Panin based on the content analysis of the “Project for Establishment of the Imperial Council and Reforming the Senate”. Historical and philosophical ideal of the count, which was based on the ideas of French Enlightenment, was studied. Biography of N.I. Panin is presented, and the process of his political views formation is demonstrated. The reasons of failure in implementing the “Project for Establishment of the Imperial Council and Reforming the Senate” were analyzed, as well as plans and ideas of N.I. Panin aimed at limiting the autocratic power of the monarch and changing the political system of Russia in the early years of the reign of Catherine II.
