The significance of the historical experience of carrying out

the reforms as exemplified by realizing the Manifesto

of 1861 in the Kaluga province

The matter of global past and present transformations is one of the most topical in con-

temporary reality. The article specifies the influence of the historical experience in the

sphere of carrying out the reforms in the Russian state through the example of the Peas-

ant (Emancipation) Reform of 1861 in the Kaluga province. We focus on the immediate

implementation of the reform, its distribution to the citizenry, the special nature of this

process in the designated region. In reliance on the archival documents the author not

only provides insight into the process, but also highlights the most common mistakes

made, the causes of these mistakes and the measures taken to correct them. We empha-

size the importance and need for applying the experience accumulated by the previous

generations in order to optimize the reformation process nowadays.

Philosophy, Kaluga Branch of Bauman Moscow State Technical University. Research
