The purpose of the paper was to analyze a modern theoretical discourse on the social state, disciplinary and interdisciplinary interpretations of the social state. The study introduces a transdisciplinary, i.e. socio-philosophical, interpretation of the concept “social state”, which can eliminate barriers of misunderstanding between scientists. We studied the ideological prerequisites for the formation of the phenomenon of the social state in the Western European civilization of the XVII – XIX centuries, as well as the main models of the modern social state in the countries of the European Union and the USA. Furthermore, we analyzed the shortcomings of the social policy of the Russian state, and developed the basic principles of the doctrine of the state social policy of the Russian Federation for the coming decades, its goals and methods of implementation.
