The present stage of the universe evolution and the universe objects generates a specificity of solar-terrestrial processes, in which for the first time there arises a problem about the security threats of the earth's civilization. To make appropriate technical decisions it is necessary to develop a modern evolutionary paradigm. New global changes make significant adjustments to understanding the mechanisms controlling the forces of nature and society.
